POSITION TITLE: AFL-CIO Community Services Liaison

POSITION GRADE: E4
STATUS: Exempt. Full-time (37.5 hours per week)
GRADE RANGE: Minimum $52,782; Midpoint $76,850; Maximum $95,918
START DATE: Anticipated start date is August 1, 2011
POSITION SUMMARY
The Philadelphia Council AFL-CIO Community Services Liaison is responsible for facilitating and managing a positive collaborative relationship between the leadership of both UWSEPA and the Philadelphia Council AFL-CIO. The liaison supports activities, community relationships and outreach programs that reflect the shared priorities of UWSEPA and the Philadelphia Council AFL-CIO and is the vital link to key departments at UWSEPA.
The position adds critical staff resources to ensure (1) an increased labor presence at events and activities sponsored by UWSEPA or the labor community (2) capacity to focus on data analysis to support planning and decision-making, and (3) support for efforts to involve organized labor in specific resource development and community impact opportunities. In addition, the liaison will build, maintain and manage relationships with union leadership, constituents and key community partners.
The successful completion of the tasks and responsibilities of this position will result in increased exposure and member involvement between organized labor and UWSEPA; increased civic participation by union members in UWSEPA activities and volunteer projects; and increased visibility for the partnership between the Philadelphia Council AFL-CIO and UWSEPA.
KEY JOB RESPONSIBILITIES/SPECIFIC DUTIES
Labor Relations and Support - Serve as the key liaison between organized labor and UWSEPA by linking the two organizations and responding to constituent and staff needs.
· Establish, build and maintain labor and community partnerships and coalitions
· Staff the AFL-CIO Community Services Committee
· Serve as a representative at union sponsored events, meetings and conferences
· Oversee the dislocated worker program development and execution
· Ensure labor members are aware of and connected to UWSEPA resources and programs
· Assist with annual fundraising efforts to increase labor participation
· Serve on the PA State Rapid Response Team by attending planning and other meetings
· Supervise the development and management of a union volunteer database
· Supervise Administrative Assistant
United Way of Southeastern PA Civic Engagement Support – With UWSEPA’s Civic Engagement staff build connections between labor members and other community groups
· Mobilize working families and other constituent groups to advocate on shared interests and values
· Support UWSEPA mobilizing activities by reaching out to community volunteers and those outside the traditional corporate volunteer base
· Assist in the meaningful inclusion of organized labor in projects managed through UWSEPA’s Community Impact Department.
QUALIFICATIONS: KNOWLEDGE AND SKILLS
1. Type and Level of Education: Work, life and educational experiences that complement this unique position
2. Technical or Special Knowledge:
· Familiarity with the history and current priorities of organized labor preferably having worked directly with a union
· Strong community organizing and mobilization skills
· Familiarity with the local nonprofit human services community
3. Basic Experience/Skill Requirements:
· Proficient in MS Office (Word, Excel, PowerPoint)
· Strong analytical skills to organize, analyze, support decision-making
· Must have strong people skills and ability to effectively interact with diverse audiences
· Outstanding verbal and written communication skills
· Experienced in developing written reports and updates
· Demonstrated project management skills
· Public speaking skills appropriate for a broad audience
· Highly skilled in producing and delivering presentations and reports
· Strong writing skills
· Ability to work within a flexible schedule; some evenings and weekend work is required
Must have own transportation; current driver’s license is required
